Update on CA Legislature

AB 970:
 The University of California Regents and Cal State University Board of Trustees are now required to give public notice and consult with students six months prior to activating fee increases. Regents and trustees cannot raise fees before specified increase dates.

SB 1052/1053:
Senate Bill 1052 establishes the California Open Education Resources Council that will create a list of 50 lower division courses classes offered at the UC, CSU and California Community Colleges for which affordable, high quality digital textbooks will be developed. Senate Bill 1053 creates the California Digital Open Source Library, which grants students access to open source textbooks at campus libraries.

SB 1289
The bill requires all colleges to make disclosures related to private student loans in financial aid material and private loan applications and to distinguish private loans from federal loans in individual financial aid awards.

SB 1525:
All intercollegiate athletic programs – with media rights revenues of $10 million or more – must renew the athletic scholarship of an athlete who has an incapacitating injury or illness as a result of his/her participation in the athletic program. Otherwise, the college must provide an equivalent academic scholarship to the injured athlete. Each injured student’s eligibility is assessed by the school’s medical staff.

SB 1349:
All colleges are prohibited from requiring or formally requesting that a student or an employee – current or prospective – disclose the username, account password or any content of their personal social media account.
The assembly and senate bills will take effect as early as Jan. 1.
